Tyre slashing accused given psychiatric assessment
A man charged with slashing the tyres of 13 cars parked near the Christchurch Public Hospital on January 15 has been given a psychiatric assessment at court before being granted bail.
Houlyo Steven Regan, 30, was charged with intentionally damaging 13 cars, and possession of a knife in a public place. He entered no pleas at his Christchurch District Court appearance today.
Defence counsel Andrew McKenzie said Regan was applying for bail which would keep him in the community and earning money while in employment.
Judge Alistair Garland said the charges suggested extraordinary behaviour, and not the behaviour of a well balanced individual, before referring the case to the forensic psychiatric nurse at the Court House for an assessment.
The nurse later reported to the court at no mental health issues were indicated.
Sergeant Kathy Pomfrett said Regan was allegedly under the influence of something when he was arrested, but the police could not ascertain whether it was drugs or alcohol. He behaved very aggressively, she alleged.
Judge Garland remanded Regan on bail to January 29 with conditions that he not possess or consume alcohol or non-prescribed drugs, not go in the Christchurch Public Hospital grounds unless in an emergency, and stay at home in Northcote under a 9pm to 7am curfew.
