Criminal harassment of woman alleged
A 21-year-old man faces strict bail conditions after being charged with criminal harassment of a 67-year-old woman who alleges she saw him masturbating naked at his house.
Steve Jason Pratley, of Somerfield, would deny the charge, Judge Noel Walsh was told at the Christchurch District Court yesterday.
Police opposed bail, but Judge Walsh decided after hearing submissions from defence counsel Josh Lucas that it could be granted and remanded Pratley on bail to March 21.
The charge alleges that Pratley stood naked in his house looking directly at the woman while flicking the house lights on and off to get her attention, and then harassed the woman by masturbating while naked.
The police say his actions caused the woman to fear for her safety.
Judge Walsh imposed bail conditions that require Pratley to live at his father’s home under a 24-hour-a-day curfew, not contact the woman involved, and not have any contact with anyone aged under 16 unless accompanied by someone over 20 who knows about his situation.
He must attend government agency appointments, including WINZ, and medical appointments, programmes, or counselling as required, as well as appointments with his lawyer.
He is only allowed out of the house to attend these appointments if accompanied by his father.
