Sex offender faces jail terms totalling 12 years

A man who admitted more child sex charges while a serving prisoner for similar offending was sentenced to an overall 12-year prison sentence in the Christchurch District Court today.

David Wharara Keepa, 51, was also given an overall minimum non-parole period of six years.

Keepa was already in custody for four charges of sexual violation, and three of indecency offending on a 13-year-old.

He received a sentence of eight-and-a-half years’ imprisonment with a minimum non-parole period of four years, and had served four of those years.

Today he was sentenced on representative charges of rape and indecent assaults on another 13-year-old.

The woman read her victim impact report and said that as teenager she had felt dirty and sick when Keepa had started abusing her. She has post traumatic stress disorder, and is at heightened alert when males are around.

She said she felt guilty and sick when she found out what Keepa had done to another girl and wished she had told someone earlier.

Defence counsel Elizabeth Bulger said Keepa had done an intervention programme in prison and wanted to undergo further treatment. He was an exemplary inmate and was trusted in the prison.

Judge Raoul Neave said Keepa was being sentenced on two representative counts for a variety of indecent behaviour charges which occurred between 1999 and 2000.

He said they were appalling things to be inflicted on anybody, let alone a young girl.

Keepa’s pre-sentence report said Keepa had some way to go to accept responsibility for his behaviour, he said, and for that reason he was extending the minimum non-parole period to six years, and extending his sentence to twelve years prison.
